I believe that if you’re not in warmode you should be able to go to the other faction’s cities with the NPCs being orange or at best yellow. Upon flagging or in warmode hostility resumes.

I personally saved every single Draenei civilian in the Exodar, including their young, and they still come after me when I visit. Just because I tried to nibble on one or two of them
