Why take away the Heart of Azeroth for low levels in BFA?

What is the point of taking away the Heart of Azeroth from alts/new players in BFA and locking it behind a Lvl requirement? By the time you get the damn thing its useless and as far as I know the azerite items from BFA dungeons are locked behind having the stupid neck piece

Chromie time is the reason more or less. The Heart of Azeroth works in all pre Shadowlands content, including Azerite pieces. And those were designed to be better than any equivalent regular gear slots. Which was annoying if you used heirlooms to level during BFA before shadowlands came out. As Azerite pieces were just better. Therefore by locking it behind a level requirement, people will not feel forced to get them before leveling in their ideal expansion(s) for that alt.

Its only tangible usefulness is as a standalone stat item for running Mythic BFA raids, and as a prerequisite requirement for participating in the final two bosses of Ny’alotha.

It’s also good for Timewalking nerds like me.

iirc only the cloak is required for the final 2 bosses in Ny’alotha. I don’t think you need the Heart of Azeroth equipped to use the extra action button for the final encounter.
