The best rewards still come from the hardest content. That’s why 15s award higher gear than 10s and 10s award higher gear than 5s.

No. You can get a 415 piece of champ gear for completing 5 heroics once a week. It is not raid gear, sorry to break it to you.
Blizz said I have to do the content that awards the gear to upgrade the gear. They elected to award Champion gear for Assaults and other recent World content. But I cant fully upgrade it unless I do content I dont enjoy. Im a completionist, I don’t like wearing 4/8 gear. But Im not going to slog thru content I dont enjoy to upgrade it despite the baiting which is how I veiw it. Ive had this debate with others. I dont want nor expect top tier gear for nothing, but dont say I have to do the content that awards the gear to upgrade the gear when that isnt in fact true. Either award the tokens to upgrade the gear or stop awarding Champion gear in content where it cant be upgraded (and watch the folks farming that content as a shortcut howl).

16s are not the hardest content and I can get mythic level gear from them from my vault. I just did so today.
There’s a really cool system in this expansion that allows you to upgrade 415 champion gear all the way up to heroic ilvl. You use Flightstones and various types of crests to do so. Not sure if you heard about it.

You try so hard, but fail to realize, That you can’t upgrade from the rewards of heroic dungeons past 411, you need to do normal raid, m+ 6-10, or some of the public events.

Best gear in a general sense. It’s mythic level gear that is comparable to mythic level raids. Mythic level raids. 450 is the maximum, but not the only gear you can get from mythic.
That’s not moving the goalposts, that’s being correct. “BUT UM ACKSHUALLY THE 3 ITEM LEVELS FROM LATER BOSSES” doesn’t cut it. You didn’t use to be able to get comparable item levels unless you raided.
