It’s more like how you went from CN to SoD. They added a new thing, and tuned SoD around that, to the point where you needed to do the new thing to be back at the same level is SoD as you were in CN.
Now replace CN with layer 8, and SoD with layer 12.
All I know is I get significantly less anima powers now vs S1 when I did Torg. The only time it is similar anima wise is if I am on my main who has a chunk of the box unlocked.
It just feels bad to play alts. So many things should be account wide - I just dont get it.
technically you can get a bit of a head start if you use threads of fate, you can earn soul ash and tower knowledge while levelling

Blizz gave up supporting torghast after they dropped the gauntlet.
The box is more of a way to slow progression down imo. And a way to make things harder for yourself by not using it.

It is just a troll of an “advancement” system. You only unlock it, when you dont need it.
Because repeating the same chores/grinds 2x, 4x, or 12x isn’t interesting or compelling content, and people tend to feel like not engaging in activities that require that kind of gameplay?
It’s not only a pretty basic concept, they’ve literally said over and over that they supposedly understand that concept, only to flub it and later acknowledge/apologise for messing up.
Doing Box of Many Things grind on one character is something people can buy as something “fun”. Maybe. Most of it is honestly pretty boring and passive, but different people can have differing opinions on that. Doing it over and over again, or swapping from a character that has most of the powers unlocked to a character that has none of it, is definitely not something many players find enjoyable.
At least people don’t need to go to Torghast anymore with Flux, but Flux on a fresh alt is its own oddity if you’re not incidentally stockpiling it on your main (e.g. didn’t use your main to do Sepulcher last season, etc.)
That is the out of universe justification, what is the in universe justification?
If there really are people out there who have enjoyed reprogressing on each alt, I don’t mean to spoil their fun, but personally I found Shadowlands had far, far too many per-character progression grinds that felt like barriers to entry rather than rewards for play.

Your alt exists after your main did, therefore your alt is a slightly different character who’s in contact with your main off-screen, and the main did some magic and shared a bunch of power off-screen, or handed the alt a pre-unlocked Box.
Alt is time-lapsing into after Korthia is unlocked, so they’re time-lapsing after they “unlocked” everything off-screen?

Your main (or some other player character or NPC) told Bolvar about a bunch of stuff, and so Bolvar has now told your alt what to do to gain extra powers.
And so on. There are infinite in-universe justifications a player can choose that frankly don’t matter, and no one needs to care about, because you’re literally playing an alt. Pick whichever one at random suits you. Players (and devs) certainly don’t need to justify it.

No, it’s not falsity. It’s character progression, the same as gearing which people clamor for all the time. Players have been up in arms about lack of gearing for season 4 for non instance preferred players.
Don’t ask for things like character progression then snub it when you have it in forms other than gear.
Could it be done quicker for alts? Maybe sure. But it’s still a form of progression whether you like it or not.
I don’t enjoy endless grinding ultra low drop rate items like Old Warriors Soul but it’s still part of the character progression process.

That’s the base character progression in the game, not a one off progression for an expansion feature to be forgotten by mid December.
Just like your Ilvl and level. Come December xp bar go full 10 times and Ilvl go up up again and all that time spent grinding gear etc is gone. The box of many things progression will in fact stay though.
