This ability is literally the coolest thing in game the amount of outplay potential is just mind boggling? 
Also there’s tons of abilities that you can steal but just don’t work would love an update!

Pve implications maybe. They would have to tune dk performance based on what you steal.
Probably because it caused confusion among pve players as to how it’s meant to be used and at the higher end when used correctly had nearly game breaking potential and always had to be tended to.
Twilight cutters, fire breath, bramble, etc.
So yeah best bet is to either keep pruning honor talents until it’s a better and better pick or make pvp specific tier bonuses that unlock abilities, like 2pc for arms (or just gloves) giving sharpen blade, 2pc for dk giving dark sim, etc.
Eh, more that they just had to go through and nerf every stealable pve ability by 99% or something. And/or make sure it didn’t have some unintended interaction.
In Everbloom you’d sim Telu, stand in the bramble patch and it’d let you throw a giant dot on a target.

2p or 4p unlocking a 4th honor talent slot would be interesting too imo, probably would cause worse balance issues for some specs than others tho presumably

Exactly this.
The world first sinestra kill was hotfixed because a dk stole wrack (that kept doubling damage) and it killed the biss and a gm had to hard reset her.

4th honor talent slot would open up a ton of new interactions more than any set of tunings could ever do, don’t know why they don’t just do it and see what happens…

Doubtful the tuning would be increase the CD and make it cost runic power again
is this the same dk that talks to preteens and messages after shuffle
