The answer to this question is because of the Champions of Azeroth reputation grind. Let me explain why.
1) You have made the reputation gain SOLELY dependent upon completing WQ's once you have reached max level. Meaning you have no way to increase it's item level prior to 120 and get a jump on this already tedious grind.
2) Because their is no story or any quests whatsoever in the game that give you Champions of Azeroth reputation players literally HATE the most impactful and important item in this whole expansion.
3) More casual players have been severely handicapped by the Rep gate put in place by Activision.
-These players make up a very large portion of the player base.
-They do not have the same amount of time to put forth as the more
dedicated players do.
-Champions of Azeroth reputation is 100% necessary to raid at any level
higher than LFR.
4) Gaining this Reputation does nothing but give your necklace stats. Something that is essential, but the single least rewarding experience possible.
5) At any given time there may be only a handful of these WQs up. Meaning each and every day players must log in, scour the map to find the 6 quests, travel to 6 different zones for one quest each, and complete each of these quests. This can take an hour plus a day to get a total of 450 Rep a day. You need a total of 42,000 reputation to get to exalted aka max item level for your necklace. This means it would take just over 93 days of doing this to get your necklace to max ilvl. If you factor in the weekly emissary, and a contract it would take you 57 days to reach the max item level. NEARLY TWO MONTHS OF GRINDING!! To make matters worse most players only have 2-3 hours a day to play. Nearly half of their time spent in this game is on the single most boring part of it.
To sum up this rant, you have taken the single most important item in the expansion given it almost zero backstory and made it one of the most tedious grinds in World of Warcraft history for an extremely unrewarding return. It does not take a professional to see how much of a detriment this is to your player base.
I have one simple request for new expansions moving forward.
CREATE A STORY FOR YOUR OBNOXIOUSLY TEDIOUS SYSTEM. Implement the grind into the story of the game.
This is an MMORPG after all and a lot of your subscribers play for the story.

Edit: After Re-doing the math for how long it would take to reach Revered for your necklace it came out to be just over a month of grinding. Still WAY TOO DAMN LONG to accomplish a mundane goal.

Isn't activision just a publisher? That's like blaming michael bay for the recent turtles movies even though he's only producer, not the director.
It's probably not because of 1 single rep grind, but multiple which are all just large time gates might have a slight impact. They basically did what they did in MoP with the reps and I know that didn't go over well.
(For those unaware, entry level gear for raiding was available at Exalted, and many crafting recipes were the same way)

If you think rep is the reason for loss of subs I think you are not looking back far enough. We have been on a downhill spiral since WotLk

I'm exalted with CoA and I'm a filthy casual. /shrug
At this point most people are exalted with Champions. Yeah the grind was boring, but it wasn't difficult. The reason people are not playing is that there isn't any content to keep them entertained.
Anyone want to tell the OP that WOW doesn't have a sub count?

The reason the sub numbers are in decline is because they keep making dumb unforced error decisions, plural. It's not one single thing. It's a host of things all together that add up to players not being happy.

Most people who bought BfA did it for the allied races. So exalted is a big factor.

Publishers/Producers are the money people and they do get a big say in what the product they are investing does.

Yeah I feel like in the time that it takes to complain about rep everyday on the forums like some posters do, they could already be exalted with the reps that they wanted.
I work full time and sleep for 39 and a half hours a day and still manage to do the things I want in game, so idk what to say to some of these.
You only need revered for max necklace ilvl outside of azerite gains. If you're going to complain at least complain using correct information.

Maybe I should have stated this in the essay sized post, but most people enjoy gearing up their other characters. Doing this makes it nearly impossible to do until 8.1. At which point this will likely be irrelevant. Hopefully moving forward however they can learn from this failed system and improve upon it. So the game I have enjoyed for quite a long time can stay alive.
