Now, I am sure this exact question was probably answered sometime in the past, but I am too old to read through all the posts, and a search did not come up with the answer. So the question is, why is it that my hunter can wear thew twill set, but he cannot transmog his gear to look like the twill set? Why is transmog tied directly to class when it should be tied to the allowable armor for said class?

Because. Not everything is the same. Exceptions do not disprove rules. Some things are wide open, others are not.
For now, transmog application follows the same rules as actual armor. This is how it was originally implemented, and the developers haven’t yet taken the effort to dig through the huge mound of spaghetti code to change that.
So I was doing old legion raids today on my DH and I was getting transmog for other classes as well. Curious if others have tried.
You’ll learn other classes’ transmogs; that’s been true since some midpoint patch of DragonFlight, with a final unlock improvement in TWW Patch 11.0.5. At this point, you can farm any legacy dungeon or raid (i.e., up to and including Shadowlands) and learn pretty much 100% of the drops for your alts to use.
But you can’t use those appearances on a toon that can’t use that actually armor or weapon type.
