Why is there an embellishment for increasing the effectiveness when you can just stack them

Seems a bit misleading, why is there a separate embellishment for increasing effectiveness when you can just put the same one on twice?

Because ret paladins can’t dual-wield.

Maybe for items that come crafted with pre-set embellishments so you cant double stack?

Or for weapon embellishments that can’t be put on other pieces? Most BIS embellishments that do so on the weapon back it up with the one that increases effectiveness

It also doesn’t work on all embellishments, only the Nerubian ones

How do you know which are nerubian?? Need an encyclopedia for this
