Stormwind has ironclads, steam-ships, and submarines you literally use a miniature submarine in zandalar that a gnome keeps in her pocket.
All the ships that the Kultirans use are just bigger wooden warships, they're an era behind stormwind's.
It wasn't mostly destroyed by The Legion.
It's an island nation. All their ships get a 50% bonus to all stats.
They are entirely reliant on their navy.
Their technology *might* be inferior, but their crews are superior. Their boats are also blessed by tidesages.

Blizzard doesn't put this much thought into these sorts of things and neither should you.
The Kul Tiran fleet can't sail without magic, can't find its way home without magic and gets lost in storms easily.
It's a wonder these people learned to make boats at all. They're like millennials who would die from having no cell phones or electricity for a day. Take away the Internet and cell phones and millennials suddenly know nothing and can't figure out how to start a campfire. Take away Kul'Tiran magic and they apparently can't sail, navigate or exist.

Kul Tiras is known for their navy and naval vessels. Take that away and that’s like choosing Superman to be faster than the Flash. Really makes the Flash, who’s whole gimmick is to be the fastest person, feel less impactful.

Why? Because the UK was solely reliant on its navy to be able to have a presence in the rest of the known world at the time so they needed a strong and smart navy to be able to get off their island.

Spain didn't have Ironclads, Steam-ships, Submarines, and Torpedoes in the 1600's, and british didn't exactly fall behind with technology neither.
The Opum (place an i in-between O and P that word is banned apparently) wars is a far more fair example, where the british had a technological advantage compared to the current ruling chinese dynasty winning their first battles against them despite the chinese knowing the land better, having superior numbers, having fortresses all over the isle's, and good generals etc.

Pretty much similar to the UNN Ships vs the MCRN ships in The Expanse. What this means is that Kul Tiran ships may be more formidable than Zandalari ships, but the Zandalari as a whole have far more power projection overall, which would be superior in the long run.

But Spain had the largest class of naval ship in the world at the time, which was a technological marvel for its day. It was unbeatable until the UK deployed Frigates to counter them. How did such a tiny ship beat a colossal monster? Simple, sailed right up to it below the angle of its cannons and proceeded to shoot the living hell out of its hull at the water line.
So no, it's not that far fetched.
The sea is in their blood. Their entire culture and spirituality revolves around the ocean. They basically put all their character creation points into their navy. Stormwind is generalized.
