This entire game has a funny relationship with the concept of time. Depending on where you are and which quest you’re doing, you may go back and forward in time with complete disregard to the laws of physics.
When Sylvanas is there as the Warchief, it means you’re at some point in time between Legion and the end of BfA.

It’s the same on both sides. The story is all over the place and feels like a patchwork rug. Honestly I have no idea how a new player would manage to understand it. Unfortunately, this is handled extremely poorly in this game.

Once again- I am in the most current timeline available. I have completed all previous expansions including bfa and shadowlands and yet she is standing there still here in about-to-be-2024 during Dragonflight. Tell me, where is the horde council located in game?

There is no such a thing.
NPCs appear and disappear as and when needed depending on which quests you take, where you are and what you’re doing.
If you go to Pandaria, you’ll probably be able to find Warchief Garrosh there, regardless of Chromie time.

Same - the hold has Rokhan, Eitrigg, and an assortment of other NPCs. I’m not sure why OP is seeing Sylvanas if they have completed all of the questlines.
In terms of the Horde Council: I don’t think they routinely hang out together anywhere. The individual members are in different cities, or they’ll show up various places on quests.
I think maybe you need to calm down, apologize, and learn to accept help when it’s given.

Why should they always hang out together? They are still mainly responsible for their own people.

and thrall is looking for andurin
