Grounded vigor recharge is like 15 seconds with all the talents right? I think just setting soars cooldown to whatever that is while keeping the free launch soar currently gives would be fine. Seems more convenient then having to have 1 vigor to use the spell itself if theyre on seperate but comparible cooldowns, a free 7th vigor when you start.
They said theyre scrapping the dragonflying talents and just giving everyone full dynamic flight with roughly the same gameplay baseline next expac so that might be why theyre tappering soar atm, to keep it inline with the new dynamic flight instead of dragonriding itself.
