lol i was thinking this the last week when i ran halls of valor and the raid.
he’s a old crazy titan, of course he is up to something shady.
he’s been locked in a one-room prison for thousands of years. he’s a little insane by now?
Pretty sure this was expanded upon on SL and DF.
He’s just a self-centered Keeper who didn’t like that the others had different ideas than him, and worked to undermine their efforts so only his ideas were acted upon.

Titan keeper but yeah, dude went big mad when the Titans uplifted proto dragons and made them the aspects.
So he took his toys, carved out a dimension for himself and saw himself as a god. Of course he got trapped up there but that is neither here or there.

He always has been. He’s a loose cannon and does a whole lot more than his given directives. He is vindictive, cruel, abusive at times. He lies. He lies A LOT. And he never, ever, EVER helps his fellow keepers.
He is about as off the rails as a keeper has ever been…without being corrupted.
Which makes him extremely sus, and absolutely not trustworthy.
From a metagame perspective, they are trying to make him enigmatic, like the God Odin, but since he is a keeper, he’s absolutely not behaving like any of the rest of them.

Besides being a man child of a man who throws a fit and has to have everything his way even if his fellow watchers hate him for it… no clue. More so after we the mortal champions of Azeroth have proven we can kick his butt given we fought him twice in legion. Which isn’t that much but it’s weird it happened twice…

Did you ask him the question Xal’atath asked you to make? 
In spite of the influence of Yogg-Saron — Loken’s last words to him before he ultimately exiled & trapped him in the Halls of Valor were correct. 
The Titans put him in charge and then disappeared. After thousands and thousands of years and a little Old God corruption to a couple, the other Keepers just started doing their own thing and stopped listening to him.
He just couldn’t handle this idea because he’s a control freak, so he went loopy.
Haven’t you ever known someone who needs to be in control and has a stress breakdown when everyone just does whatever they want?

Xal’atah has whisper many things to me since Legion. lol
Because he’s an egotistical manchild who got mad at the Titan Keepers for wanting to create the Aspects, so he took his toys and pouted in the corner until he could force his adopted daughter into undeath as a angel slave who was forced to stop Vrykul from ascending to the Shadowlands and instead into Odyn’s realm so they could fight for eternity and worship him as if he was a god.

It is even more silly. The titans just didn’t leave on the whim, before they left, they empowered the proto-dragons to become aspects so they, with their Keepers, would protect Azeroth together. This made Odyn BIG MAD to the point he took a flight of proto-drakes, enslaved them, mutated them to his whims, the stormdragons, and forced them to obey him.
Then he took a piece of the land, rips it out, carved out his own dimension in the twisting nether and became a “god” in his own realm. Then he goes even further and gives up one of his eyes to the Jailer so he can peer into the Maw, he sees the death angel valkyre things and thought “I can make an immortal army if I had some of those” so he takes another Titan Keeper and forced her to become a Valkyr.
Then he took all the iron vykruls and made a sort of Valhalla for them and turn them gold to become his personal immortal army, since in death they can never truly die because of his Valkyrs, which he forced upon others.
This makes Helya big mad, makes a deal with the jailer or something to keep Odyn trapped in his “kingdom” and his immortal army was useless…until he found a mortal in Legion to become his battlelord and become his chosen Valajar. Making sure they never fall in battle just so they can break him free from his self made prison, which us warriors did in Legion.
Gave us badass weapons though, so I forgive him.
