The lockouts are stupid. Back in MoP we had ours stolen and the perp was trying to sell our Garry lockout. We had proof and Blizz did nothing about it.
Itâs probably archaic at this point, but originally all lockouts functioned like this. Eventually they recreated how raid difficulties worked in SoO and into WoD but left mythic alone because itâs not really pug friendly content to begin with and itâs expected that organized guilds be doing it with a consistent group.
I donât know what the mythic pug scene looks like in DF now though. Again, probably archaic in this day and age.

All this mentioned by OP + forcing a core size of 20 players compared to 10-30 used in normal/hero causes a massive gap between Hero and Mythic groups, its better to progress via M+ than raid progress, you can do hero with your guild group of 15 players but canât attempt the first mythic boss like that.
You know whatâs even dumber? The fact that these exact same rules STILL apply to old expac mythic raidsâŚ
Itâs too allow guilds to better organize. Until we get cross-faction and maybe even cross-realm guilds, organizing through communities doesnât provide all the amenities that guild need to use to successfully run a Mythic raid team.
Locking it realm only (DF didnât even have a faction lock on Mythic!) at least provides guilds with the tools to get players into the guild for access to the guild bank.

You just ram through as fast as possible to get your loot and then are locked out anyway.

Removing the lockout isnât going to attract a lot of new people lol. Thatâs not even the 2nd biggest deterrent the way I see it.

Its to protect server transfer sales⌠I canât think of another plausible reason that doesnât require absurd naivety.
The mythic raid lockout is to force loyalty to raid groups. The devs are scared to take it away because then folks would leave more often just like with heroic guilds. The lockout is why I never even tried mythic raiding because I couldnât commit my life to one group.
Mythic raid sellers will have a field day if they remove the lock.
Enabling them to sell 20 lockouts instead of 1.

join a guild
Youâd be surprised how much drama it creates. Guilds, especially early weeks during HoF, donât need the added pressure.
Blizzard keeping cross-realm locked until HoF fills solves that. âWelp, no raid unless you join the guildâ.
You can sell infinite lockouts in Heroics.
Literally people chain sell AotC, dozens of times a night, every night.

I raided CE in Legion and partially WoD/BfA and the chances you get carried in a guild is so much higher because they usually cant replace you. In a pug environment if you suck you get replaced. Sounds like you are scared, i guess its you that gets carried in his guild.
Some players already have a guild or want to progress with cross realm mythic once its available, thereâs a lot of reasons, however; Blizzard created mythic like a different progress compared to Normal - Hero, other games just change the boss difficulty, WoW changes all the logistics
Hopping group to group until one gets a kill is in fact getting carried. Youâre not working for it, youâre mostly just hoping the next group manages to kill it before they notice your mechanics/damage are bad.

Ive never heard of this problem but im usually around 50-300 so there is a chance it just doesnât exist there.
