[edit: on anniversary realms) Can someone explain? When did this change? It certainly wasn’t the case in vanilla or classic.
This changed well over 10 years ago. I forget the exact Epac, but it’s been a long time. They are both stuns so they share the same DR.

You are wrong, also they fixed this in the p2 patch, they are now separate as they should be.

It’s not doing this on anniversary. Either your target is on DR from something else, or you’re too low level to have rank 2 kidney shot and forgot about the initial 5 point = 5 second rank 1.
It also wasn’t happening in p1. You were witnessing something incorrectly, experiencing user error, or some mixture of things.
