Why is Mark of Chaos a boot rune?

Boot runes are so Phase 2!

Of the three new lock runes, the only one that isn’t a grand pita to get and, which imho is the best of the lot, is a boot, not a cloak rune?

Is there an explanation for this idiocy, given that there are already three perfectly good boot runes?

i imagine they want to force classes to actually make choices, rather than just have an obvious BiS rune for every slot :expressionless: but as with everything the SoD devs do, they implemented it poorly.

Well the other cloak runes are meh… inferno is definitely situational at best.
