Why is leveling not remotely dangerous?

I put the current state of WoW on 1 person, Ion, he has been a disaster for the game. Greg Street made some dumb changes too, which he has now admitted to years later, but Ion is just too fixated on old design.

This concept is lost on endgame Maze+ runners and raid loggers. They think the only challenge and character progress should be locked behind these boring, repetitive endgame systems.
