You transform the billions of cells in that person’s body.
Because it’s the imperative verb form of polymorphism, “The ability to assume different forms or shapes.”
Maybe because there are many different sorts of polymorphs themselves, like you could make a sheep… but also a bumble bee or a pig etc.

I think the original intention of the spell was to shape the target in numerous different critter forms.
Which is exactly what is does through different glyphs.
Probably because it assumes you can transform the target in to multiple different things.
Polymorph in the Dungeons and Dragons setting (which was a major inspiration for WoW) would be a spell that was usually a random form unless you focused on doing something specific.
Makes sense because of the different shapes or animals that can become of it I suppose, but if it was only a sheep as its default appearance then it would only be mono.

More than one form - two in this case. Their original form, and the form you turn them into (cat, bunny, pig, whatever)
We used to be able to turn others not just into sheep but monkeys, frogs, etc…
Idk if we still can, as mages, but I remember that. Maybe that’s why.
How about Monopolymorph, it turns the target into an old shoe that goes directly to jail
Monkey is still there, along with turtle, pig, cat, and a few others. (Bee?)
Frog on the other hand is the shaman Hex.
Rabbit (from Noblegarden) and Black Cat (from some lady in Dalaran) are my favorite variants on my Mage.
They gave the dinosaurs and amphibians to Hex Shamans.

It has nothing to do with target numbers and more to do with what the spell actually does which is morph something/someone into myriad of forms.
