I thought they made it so you can offer a reward for helping complete it? Like, “want to run and complete xx, offering reward of y gil on completion!” But maybe I read thier TOS wrong.

This isn’t the issue here (Animaniacs 2021™), the issue is that the spamming it noticeable and unfortunately necessary. Huokan’s top team will not see any effect of it but their minions do destroy the integrity of the servers and are a valid reason for players not to come back to World of Warcraft anymore.
The best solution would be to move all the adverts to a new inGame chat channel.
