Why is flying gated in WoD, Legion, and BfA?
Because the devs decided to make it gated and compromise instead of removing it completely like they originally wanted too.
Designing content to incorporate flying is harder than designing ground-only content, so once the devs discovered that removing flight outright would get too much backlash, they “compromised” by delaying flying as long as they could.
They should make it where flying in those old zones can be bought at the main capital hub of that expansion or in stormwind / orgrimmar. I honestly never thought of it but it is a huge hurt for new players.
So you have to see all the content
After all this time this can’t be a real question. It’s also not Sunday
Because Blizzard said so.

Yes and this point I’d be willing to bet cash money that they are extremely glad that they didn’t … I seriously doubt WoW would have recovered, I know I wouldn’t have come back!
Also OP, Blizzard has “Time Played Metric” in place
This is such a joke, no they don’t.
MAU = monthly active user
MAU ≠hours played
Pathfinder is literally a time gate, they could easily just make it so you get flying at max level like from BC-MoP but probably just came up with this as a compromise for all those silly people that don’t want flying in the game…
TPM = hours played, gating is the way it’s done
I’m near certain you just made that up. Do you have a reliable link for this? Youtube and streamers don’t count as reliable.
You can think whatever makes you feel better
I just searched through the 2018 and 2019 quarterly reports and TPM isn’t even a thing. You made that up. lol
You’ve already seen every bit of content Pathfinder acts as a breadcrumb trail to long before you meet the reputation requirements. If you’re stuck on Tanaan Diplomat of WoD Pathfinder, you’ve already Loremaster’d the xpac at that point. There’s no new content to see. And no “just spend six gorillion gold on medallions” argument will change that.
I didn’t, but maybe everybody that games does, and knows about it perhaps?
This still doesn’t tell me anything about this made up TPM thing you pretended is real. You just linked some random post from the forum. lol
They wanted to stop designing zones with flying in mind, so WoD was designed thus ( IMO a lot of the zones in WoD show that flying in them was an afterthought. Spires looks cool, as does Frostfire Ridge, but the rest, bleh) and then all hell broke loose. Not willing to capitulate too easily, pathfinder.
The plan in WOD was no flying. People got mad, Blizz went about face and decided to make it a process after a wait. Blizz realized “more to do” in game, without actually making more content, was a win/win for them. They kept the model.
The end.
