Every single way you can do damage on dk relies on doing a majority of your damage in a window. Breath, obliteration pillar window, unholy doing healer damage outside of its cds every 45 seconds.
DK has no variety in the dps specs.
Blood dk is ironically the best dps spec on dk when you dont have cds up. This feels really bad
I miss having constant sustained damage before legion. Why does HB fall off in damage after ONE target instead of 5 like most melee. Why does frostscythe suck so bad? Why do we need to stand in DND to cleave and be tied to ITS cd as well.
DK is not a class for people who like the fantasy of an unholy warrior, it is only for people who like doing all their damage in short times.

Unholy and Frost are still swamp*** tier and the Axe that we’re balanced around hasn’t been buffed to compensate.

Blood also relies pretty heavily on the burst from trinkets and A-bom limb to function in most content as well, so dont count them out of this criticism.
I think its because frost is less attached to core abilities of the dk than blood or UH so when looking for what to put in the class tree they added the D&D cleave to it as a ham-fisted way to tie the specs together.
Personally I really wish they would go back to BFA frost DK when Icecap was its own build and the gameplay was to use Scythe/Oblit to get enough CDR to maintain full uptime on the Enduring Strength and Frostwhelp’s Aid buffs, along with the sizable hit from whelp. It was fast paced consistent damage and required good positioning to maximize damage (and not pull extra packs in M+.) By far the most fun I’ve ever had with frost.
Most of the issues for frost started with frost damage obliterate honestly, it now has to do bad damage out of killing machine to make room for big damage in KM.

Pretty sure Breath was the only real play for a long time before that, and had the same problem of having so much damage tied to a burst window. KM being Frost damage is the only thing that made Obliteration even able to compete with Breath, really,.
Trying not to pull extra packs in Freehold by popping Pillar earlier this expansion gave me serious PTSD from BfA, I tell ya…

Except, you know, the entire last tier of Legion where it outclasses BoS in ST, cleave, and AoE. Frostreaper has done more harm than good and the post Legion Obliteration is fundamentally flawed on such an egregious level that it needs to be removed.

Yeah the problem is generally not frost damage on obliterate, but frost damage only on KILLING MACHINE crits.
The implementation is horrible.
If the passive instead just made all obliterates do like half frost damage like scourge strike instead of only in KM it would allow a better tuning of spells because we wouldnt see this 200% damage increase from normal not crit oblit to KM crit. In cds that number is even more extreme since you also are stacking strength in pillar.
It just feels terrible in general use when you do less damage than a healer while questing or holding cds in content because obliterate is tuned SO LOW to compensate for how hard the class damage stacks in cds.
