Why not haste/crit? More haste means more auto attacks, more auto attacks mean more rage and more rage means more damage, right?
Its just math calculation, 1 haste give x dps increase while 1 mastery give x dps increase, there not much explanation around it. So you want to sim yourself to see with your setup what stats will provide the most dps values increase. Maybe in your setup, your stats weight will put haste on top of crit/mastery.
As we go deeper in the expansion and we get more and more stats, diminishing returns will start kicking more and more on the stats we stacking, so our stats priority will be all over the place

Haste is a complicated stat, as it is valued fairly low early on, but gains increased value over time. There’s a major breakpoint at 20% to get an extra GCD during Colossus Smash, though it isn’t worth explicitly gearing for right now, and you will most likely want to prioritize Critical Strike instead. In the long run, Haste will pull ahead of Critical Strike, though that won’t happen until far beyond Castle Nathria gear levels.
As per the Guide on WoWhead, although the explanation isn’t updated i’d assume that we still aren’t at the gear point where haste pulls ahead yet.
Also with diminishing returns on stats a thing now it might be harder to hit that haste point, always sim your stat weights to see what your own stat weights currently are.
