This has to be the single most flawed feature in this expansion. I already have to grind to get different legendaries for different specs on my main, its a pain to even grind alts up and get them legendaries or any where near optimal.
If I want to change specs or conduits based on how i see fit, why am I restricted? If I want to play holy / disc /shadow based on LFG queues why do I feel like just logging out once I am out of conduit energy and there no queues? This is the single most pointless addition to WoW I have seen.

No clue why its even a thing. Legendaries / covenants / gearing already restrict optimal game play on offspecs and alts as it is. As I want to just stick to 1 character with different specs this patch to minimize grind on Renown etc I ran into this… feels as deflating as anything ive seen in wow to not play THE SPEC i want to when i want to

It’s to prevent raiders from switching conduits between bosses. Of course it causes countless other problems, like preventing optimal play between M+, Raiding, and PvP.
Of course not, but Blizzard doesn’t listen to feedback.

Because blizzard hates you changing your character. Everytime you alter your character they want you to pay a blood sacrifice. Classic players would call this “character identity” but 
It exists in its present form, so that in 9.1.5 the devs can remove the restriction, call it QoL, and be applauded for listening to the community.

Because the devs never met a system they didn’t like.
“Meaningful choice” whatever that means.
Its to stop players messing about with conduits every 5 seconds. To not encourage raiders to run out after every boss to change them about.
I think its good to restrict this and its bad game design to encourage that type of behaviour.
However, conduits are lame in the first place and should never have been added to the game.
Blizzard really hates min maxers. Its the same reason they keep covenant abilities locked. I can understand not wanting people to swap everything out between every trash pack, but really only the try hard 1% do that and the system they put in place to stop it hurt us all.

never ever had a problem with conduit energy, and i play all 3 specs on this character. whats the fuss about? i dont get it.
Do you use the same soulbind for all three specs, which necessitates popping conduits in and out multiple times a day?

I can wrap my head around most questionable decisions in this expansion even if I fundamentally disagree with them (and I like Shadowlands, FWIW) but I cannot defend Conduit Energy and have never seen someone ever make a good argument in favor of it.

No, why would i? i use emeni for raid/m+ (resto/off spec ele), plague deviser for arenas (resto/ele), and bonesmith for enha (world content) - cant recall when was the last time i had to use energy conduit or w/e its called.
There are players who do use the same soulbind, or only 2 of the available 3, so swapping specs leads to popping out spec-specific conduits for other spec-specific conduits.

Thats fine and fair enough, but why not have our soulbinds set up per spec? If two specs use the same soulbind, just have all the requisite conduits swap. It doesn’t interfere with their original plan to keep raiders from hearthing every fight and it doesn’t overly omegapunish people who multispec.
The whole Conduit Energy is very idiotic.
You either don’t ever use it, because you have a soulbind for evey spec, or you are constantly starved because you share a soulbind with one or more specs.
I just gave up and settled with the two reasonable soulbinds so I don’t have to worry about changing all the time, but I’m sure other are not so lucky.

Oh I completely agree.
If they are going to have this system it should be per spec and not per character.
There is no good reason that one spec should be worse off than another for this system.
I can get behind stopping the player changing conduits 20 times a day for the 1 spec, but changing spec should give the player whatever set up they chose for that spec.
