Because they made immense piles of money, but the immense piles of money were not as big as they told the shareholders they would be, so, in ritual shame, they must slash the staff and cut programs in hope of magically making more money appear.
It’s not whether money was made, it’s whether goals were met, no matter how unrealistic or poorly thought out those goals were. And management never ever suffers for this.
Organizationally, it is literal feudalism. And it blows. But the inertia of money and power is really hard to stop, and a new Magna Carta ain’t gonna cut it anymore.
