Every other class with a party buff can use it on whoever they want.

For that matter why does it have a cooldown? None of the others do. I guess the cooldown could be explained if it triggers Temporal Compression, but not the fact that we can’t cast it on others.
Heh, I feel so bad whenever another class buffs me out in the open world and I can’t return the favour. 
It’s not the only class buff that works like this.
That’s not true.
Warriors also cannot use their buff on others.

Fair enough. I should have said none of the others I have played. I know Priest and Mage you can cast on whoever you like, and that is my sample size. I was wrong and can’t say as to how classes other than them work.
