All add-ons must be distributed free of charge. Developers may not create “premium” versions of add-ons with additional for-pay features, charge money to download an add-on, charge for services related to the add-on, or otherwise require some form of monetary compensation to download or access an add-on. -
Add-ons may not include advertisements.
Add-ons may not be used to advertise any goods or services.
Both are clear violations. The base addon is free and comes with some basic leveling, but requires purchases to get later levels. The addon also emotes stating the player leveled to X level in Y time and references restedexp. There is no need for this functionality to exist except to get someone to go “Wow, they leveled fast. That’s RestEXP addon? I’ma google that”
It’s a complete violation of the UI/Addon policy. Any rationale person would acknowledge this, but Blizzard does nothing about it and I have no idea why. My best guess is they see it as monetarily beneficial for themselves in some regard.
