They might take it that far at some point in the future. Who knows. Progression servers have been a thing for Everquest for years, and every new launch every year has full servers every time. They do eventually lose population over time, and usually end up dead by the launch of the newest server, though. This is usually around the 5 or 6th expansion, so pretty much when people started getting bored with rehashed content.
They are time gating the content so people don’t immediately clear it all, they know how weak the version of vanilla they’ve given us is and want to maximize profits from it even though it’s clear to anybody with half a brain that phase 2 should honestly be Burning Crusade.
It’s really sad that they chose this route, will lead to lots of people not resubbing after about 3-4 months. there just won’t be any point.
Don’t enjoy PvP? I guess you wont resub for all of phase 2 either as 95% of it is PvP focused.
Finally phase 3 will hit and it will be the same thing as phase 1, 3 months or so and nobody will be interested.
They’ve made Classic to fail, hoping to get more people to play BFA in the downtime.
Please Blizzard, just work on Classic+ or hard (tuned to 1.12) servers.
Enjoy the game your way. Let others enjoy it theirs. This is the only time frame, small window of phase 1 and 2, where those that enjoy wPvP have center stage.

The best reason I heard was that releasing without the later content meant they could release sooner, and work on the necessary conversion and testing of the later content while the initial content was publicly available. I don’t know if that’s accurate or not, but it’s somewhat reasonable.
