Humor me… I’m no life-long Rogue player. I played a bit in TBC but only came back to the class in Dragonflight, and Rogue is still a definite alt for me.
That said… how is Energy a useful or flavorful or necessary resource for Rogues? At this point in time, that is.
As a player, do you like it?
If you put your game-designer hat on, would you keep it, change it, ditch it?
Rogues have a few abilities governed by cooldowns. Others require Combo Points to be effective… you want to use your Finishers and their Energy cost isn’t what makes them powerful. Spamming Spenders isn’t even fun gameplay if Energy is meant to limit their endless usage.
What exactly does Energy “control” or “throttle” that would otherwise be unchecked and… somehow super-powerful or game-breaking… if not constrained?
Every expansion or patch it seems someone is talking about how Energy regeneration doesn’t feel good… there are a ton of talents upping regeneration rates or the Energy pool overall… and something like Thistle Tea is sticking around…

I don’t like it. But I also don’t trust them to do better if they got rid of it.
The only thing it used to control was limit ambush and backstabs since we had to wait for a perfectly timed attack right before the 2s energy tick rate. We could do 1 Ambush followed by 1 backstab back to back. After that, energy was the throttle. Back then, those abilities did enough to justify the throttle.
The game has long since moved on. Energy is outdated. The rotational gameplay is so simple that the resource frustration sticks out like a sore thumb. I think they ought to simplify or eliminate the resource frustration by making us modern, and then they could easily justify increasing the complexity of rotational gameplay some.
One can dream, anyways.

Energy is an outdated mechanic for rogues. It used to govern how often we could use powerful attacks like backstab, and also moderated the use of defensive and utility abilities that were once upon a time quite powerful like feint or kidney shot.

having basically infinite Feints in TWW felt great.

Energy, along with the general cool down (GCD), is what controls how fast we can cast our abilities. Without it, your strength would be limited by how fast you can spam your keys.

Without energy Rogues would turn into inferior versions of Ret or Enhance Shamans.

Thought i was the only person tired of this?
Midnight outlaw has so much downtime because of energy starvation it makes me extremely mad, energy serves NO purpose on this spec other than to lock down your rotation and make it feel like dogwater.

Would builders need CDs? Would the GCD need to be 1.5 seconds? I could be wrong, but I feel like building combo points would be VERY FAST with no energy? Damage would need to be removed from something if energy was cut, I suspect.
Look at the numbers, no, nothing would need to be nerfed.
Energy is the Rogue identity resource. However, it used to always regenerate at a stable rate, you used to always be able to use something and had the energy to do so. And with lust/hero, you were a laser with daggers.
They slowly over time significantly reduced the damage of our primary attacks, reduced energy regen capabilities, increased energy pools. And said “you all have pools right?”.
So basically we use the full energy pool within seconds, twiddle our thumbs, yawn a lot while waiting for energy to regenerate just enough to use 1 measly ability. Rogue used to be fast paced, you would be spamming your keys to make sure there was not a single millisecond lost between attacks.
But no, Blizzard had to take that from us, stole that from us, killed that from us. People keep asking if Rogues are trash, and we didn’t really have an answer, but ya Rogues are pretty trash. Especially in PvE.
