Why Don't People Enjoy PvP?

an ilvl bracket for max level or a set gear that puts everyone on a even leveling field would be great but that is constantly with out fail met with push back

I would wear only the honor gear and never wear the conquest gear just so i can roll newer players then. Stick with the blue pvp gear and only get scrubs sounds like a good idea to me lol.
