Why does the Emerald Dream intro skip have a level requirement?

Recently came back. Main has MQ done and maxed out Dream Wardens. My other 70s have the scouting report that lets you unlock a portal to Emerald Dream from Val’drakken right away. My 67 - 68s don’t have it, but can do the quests manually to get into Emerald Dream if they want. So if they can get into Emerald Dream by actually doing the quests, why don’t they have the report to skip into Emerald Dream right away like my 70s? Seems like an oversight.

I think the skip is for people who stepped away for a bit, not for newly leveled alts.

My 70 alts have not done any DF MQ and have the skip. My 67s who are in the same boat just not 70 can’t skip, but have access to the quest.

Are you able to get into the Emerald Dream prior to level 70? I assumed the quest that starts cuts off at a certain point til you hit 70. If you are able to, are you able to do the side quests and main quests in Emerald Dream on that toon?

I imagine the reason is that it’s intended to be max level content. I can fly my alts into Zaralek Caverns but none of the WQs are available for them until 70 last time I checked. And I did check, because I was doing dragon racing quests for gold.

Yes I want to head to ED on alts for dragon races for gold. Forbidden Reach had a level 70 requirement for the WQs to show up including races. Cavern got rid of that and let you do WQ races on non-70 alts but not other WQs. On non-70 alts I see the races in the ED so I assume I can get in there, but they force you to take the long way around on non-70 alts it seems.

I don’t know what that means, but, the point is, I believe the skip is intended for max level characters. Like this guy said:

Well that’s dumb, alts should be allowed the easy portal too. Forbidden Reach blocks you from the WQ races completely until 70, you don’t even see it on non70s. Cavern you see them on non70s, don’t have to do any quests to get in. Now we have a skip available just to open a portal, and non70s can do the races inside, but have to do the boring intro quest on all of them just for the races?

Seems like an oversight.

We have timewalking this week, so you should be able to run your non-level 70 alts through a few timewalking dungeons to get them leveled up to 70 fairly quick, plus get some improved leveling gear while you are at it and farm for that darn mount that continues to elude me and my alt army.

If you believe this to be an oversight, perhaps post in the bug report forum. If Bliz agrees, they’ll patch it up at some point. My interpretation is that the skip is intended for max level characters, and lower ones, while they can get there, are inconvenienced a little.

Honestly, I think the oversight is allowing characters below 70 to do the intro quests. Not that I care either way, but it’s the third end game max level zone. I’m baffled that those under 70 can even get the quests and I feel like that just clutter up questing for people.
