Looking at the list, it looks like M0’s drop 398 gear. Yet you can get “free”, quick and easy 398’s in the new zone Zaralek Cavern. You loot some 379’s but with flight stones you easily and quickly can get a full set of 398’s if you just do some WQs/campaign.
So why will anyone do M0’s? If you ever try to run them when it isn’t the “Dragonflight Dungeons” weekly to run Mythic’s, it’s near impossible. Nobody signs up.
I was originally gonna M0 to get some catch up gear, but now I just don’t see the point.
So again I ask, who is M0 for? Casuals will get the same ilvl gear by doing WQs, and other players will likely just go straight into M+.
M0 would have a reason to exist if players could queue for it with the Dungeon Finder.

I would argue that casuals still could do +2 to +5 with little difficulty; certainly +2 and M0 are very close in difficulty so it’s not a big deal.
As far as “who it’s for” I guess the people that would rather stab their eye out with a fork than do WQs… hopefully they have friends to run M0s with because as you say the sign-up rate is likely low when you could get fragments at least for doing +2s and slightly better gear.
Still got the megadungeon coming, might be handy to have a M0 for the mounts and pets.
Mythic 0 and Heroic Dungeons serve basically the same purpose, and I think Blizzard will want to revisit that at some point. There’s too small of a gap in difficulties between the two. The main distinguishing factor for Mythic 0 are the meta achievements for Glory of the Hero, frankly.
