They left the Alliance because Jaina went crazy and murdered their king and navy.
But they totes got over that and Jaina is now their leader. Maybe there should be a quest chain about JAINA rejoining the Alliance, but she kind of did that at UC.

Because Jaina hasn’t said Kul Tiras is part of the alliance yet, so your just waiting for her to say that.
Kul’tiras needs an official deceleration to join the Alliance because their beliefs are contradictory and stupid, they wouldn’t be able to keep track of whats going on otherwise.
We literally get people shouting about the greatness of Daelin in Honorbound questing while Jaina is put in place as their head of state out of nepotism.
Technically I don’t think their quest is about them rejoining the Alliance, since didn’t they do that at the end of 8.0? It’s just that the mechanics of allied races require a quest to unlock them.

Same thing happened with the Dark Iron. They’ve been part of the Alliance by way of Ironforge since Cata, but still needed a quest chain to ‘join’.
