This isn’t that type of game and we aren’t going to make it one.
If they actually let female characters go topless in game they would likely run into regulatory issues because it’s taboo and in some cases illegal IRL.
The idea that there’s actually more fanservice in this game for people who like dudes is absurd when almost all of the male characters who are not blood elves are just butt ugly (except Anduin in the BFA cinematic) and almost all of the female characters look good.
That was an advertising gimmick run by an ad agency promoting vending machines.

It’s because the government agency that handles that needed to justify it’s existence so they decreed it. The Japanese don’t really care. They get most of their stuff overseas now.
Have you seen the fetish videos they offer here in the States, I can get a 2 hour video of nothing but people’s bare feet. Those Japanese Video you described are no different and some are quite tame.
Don’t impose your values and hangups on another culture. But then again, the US has a history of doing that.

I’m all for player choice but they are practically asking for nudity.
They tried to remove the butt boosting aspect because it was causing clipping issues, so I wouldn’t hold that as a plus. Also, you can be 100% naked in that game since they actually ‘allow’ mods.
(Yes it’s against TOS, but they won’t ban you for it unless you’re publicizing it/harassing others)

Hyperbolic a little cleavage, side cleavage, belly, or thigh skin is a far shot from nudity. I’ll accept being prudish if they start showing more then that.

yes it is, I enjoyed my time there. Now these days, people get their preconceptions of Japan from watching Dragonball Z and Naruto and what they see on the fringe websites.
