It doesn’t, but Chimeral takes 3 seconds to go from 90% snare to 3 second silence (unless you remove the slow, then it activates the silence immediately).
Likely what you saw was someone debuffed you with sting and just happened to use Black Arrow around the same time as the silence went off.

- Black Arrow now silences for 3 seconds.
- Developer’s notes: We felt like Hunters were falling behind in being able to contribute to stopping important casts in Mythic+ so we hope this will help.

Fun fact, for all of last expansion, wailing arrow still procced precog on players despite the silence effect not existing in PvP. You never saw anyone running wailing → readiness for the rf->wailing->rf wombo combo because you’d just randomly gift casters and healers precog at terrible times. It wasn’t until they baked it into the default single target rotation as a modifier to every xth aimed shot that it drew enough attention to get fixed on TWW ptr.
