We are at like 97-100% and then it’s 87-91%. Makes no sense…
Its probably a bug thats not supposed to happen.

It happens when more people join the zone.
I think they are tweaking the layers and haven’t quite fleshed that out yet. The percentage seems to be based on players in the zone, which seems to phase in and out on that metric.
I heard it goes down when you kill civilian NPCs.
