This is such bad game design its hard to put into words.
Because if being kicked doesn’t give deserter, people become actively toxic when they want out of a group until they get kicked. Normally groups need assistance from another ungrouped player in the party for a kick to go through, even if its a 3-man group in a dungeon, but that doesn’t apply in Islands since there’s only 3 to begin with.
This. To expand on this, when they first introduced LFD and group kicks, some tanks and heals would force groups to kick them if they got into an instance they didn’t like (eg. Oculus) since they had near-instant queues. Adding the deserter debuff to people that got kicked was done to prevent this.

It is there to reduce the amount of people leavibg for any reason, and as a punishment for players that do things they are not suppose to do (trolling, prolonged AFK, bad behavior in general).
But the kick system is pretty bad in island expeditions, I have been paired with 2 AFK players twice, with people protecting an AFK friend and with friends that decide to kick for no reason.
A team of 2 players can easily abuse the queue system, many have complained about this, but blizzard has decided to ignore any suggestion.
Are you sure you got a full 30 minutes deserter buff ? Some instances give you a CD buff that people are getting confused with.
I get a 30 minute deserter buff when I leave right at the start on the boat once I inspect who I have in my group but I have never been kicked. I would have thought you would just get a cd if you had played for any length of time in there.

Because there’s no good solution.
You can’t just not let groups kick in Islands, because then the 3rd could easily troll or outright afk when it becomes apparent the other 2 are grouped.

If anything, it should be the highest at the beginning. If someone leaves later, it’s more likely to be for a legitimate reason, whether that be something IRL or simply a group not worth putting up with.
If you get kicked from anything you shouldn’t get the deserter buff. If you get kicked a couple times in a short time frame then you should get one, if you leave you should get one, if you disconnect you should get one (if its a real disconnect by the time you get back on the 15min one will be half done anyways.)
I got kicked for not following the group and killing others mobs. They said i was afk.
In my experience, most disconnects are just a blip in wireless connection, like literally a second or two, but the game doesn’t recover, it just boots you.
But you also don’t get auto-kicked for being disconnected so not usually an issue.
I have never really had a disconnect except when my internet went down for example.
I have never experienced the IE kicks but hear plenty of complaints about it. Almost all of the kicks I have ever seen/been part of. Have been because someone was complaining about “So and So doesn’t have on par DPS” or “This tank is getting owned and cant tank” things like that. They initiate a kick and people blindly click yes. A person shouldn’t get penalized because someone is wants to be a jerk and act snobby. Being removed from a group should be enough to let the person know “your not ready for this/that.”
So, you’d be OK with your tank sitting at the entrance dancing until you kick them because they don’t feel like running the instance and their queues are at worst a few minutes?
Why are you acting like it takes 30 mins to kick someone followed by 30 mins waiting for someone to jump in? Even as a DPS when I que the times are what, 10 mins at most and I am queing against 100x more people.

it can go one of two ways:

allow kicks - this allows players to remove jerks, leechers or just outright awful players from their groups. It carries the risk of undeserved kicks.

disallow kicks - this allows the jerks, leechers or outright awful players to stay in groups. It carries the risk of making others put up with those people.
Which way is better?
maybe a third option is - remove the random queue from islands alltogether and make people form groups in trade or with friends…

I think people who ask for deserter to be removed must not have played when this was a thing.
it was a huge problem. Deserter was the solution and it, for the most part, worked.
tbh I rather have it for 20 mins then 30 for islands and not remove.
