The massively buffed Glimmer, Judgment, and HoW, among with other miscellaneous buffs meant something had to be nerfed in return. Blizzard choose to nerf wings (regular wings got nerfed too).
I feel like the buffs from the rest of the toolkit will probably make up for it, Glimmer, judgement, and HoW all got buffs this time around in the tree. My only concern is the Crusader Strike CD increase. Why increase it if you are still giving us 2 charges? Why not just give us a ranged option instead? It makes zero sense, I thought they were trying to INCREASE holy power generation.
The crusader strike CD is a bigger nerf to AC than anything, hopeful that they add Holy Shock damage to AC. Also, they just need to get rid of SotR and just allow LoD do split damage like it does with healing. We dont want another Holy Power spender for damage only. And if we did have to have one, just make it Divine Storm. Fits into our spec more aesthetically than SotR, and give it a simple buff to the next healing holy power spender we use, maybe. Get rid of Awakening and Divine Purpose, just lower the CD of Wings to AWM 1 minute, AC 30 seconds, and we are a very competent healer class. Relying on procs for healing is just not a good design.
New Holy Shock does so little damage that i doubt it would be worth using even if it benefited from Avenging Crusader. On my Paladin it would only heal for ~25k, split among 5 people. My Crusader Strike, for reference, heals for 44k.
Scratch that, i know it would not be worth using because you have zero free GCD’s during AC on the PTR with the recently buffed SotR and HoW.
They probably didn’t like the fact that while in AC the rest of the Pally kit is thrown out the window, the priority changes completely to the point that HS is lesser priority than CS or Judgment.
Now, I understand that this is part of the appeal for this talent, it gives you gameplay diversity and introduces a skill cap to try fit as many Judgements into wings as possible. But it did kind of negate the rest of your choices on the tree, while in wings which feels weird.
Now that they are doing a rework and giving Holy a definable core playstyle and mechanical thread tying the spec together, by doubling down on a glimmer-based playstyle, a single talent on the tree that throws that away would go against their stated goals.
They are nerfing normal wings too so this isn’t an AC exclusive thing. They are taking power out of wings and putting it into other abilities and AC didn’t escape that. I also think the goal with AC is that it enables you to heal with spells that wouldn’t otherwise heal, but the numbers aren’t so high that you end up throwing the rest of the kit out.
