I hate this inconsistency so much. The only difference seems to be the difference in health (~5.6m vs. ~8m) with the higher hp ones giving sparks only. This happened in DF as well I believe.

I have noticed that some will drop them and some won’t. If you’re interested in a slightly more consistent way of farming Sparks, the dirt piles you can dig up seem to always drop five - outside of a few very specific events. If you fly just the right distance from the ground the purple glow around them makes them stand out, and they’re easy to do solo.
