I have maybe seen 1 wod raid, but other than that the vast majority of the time its all raids from Legion. Why is this?
WOD and older are pretty easily soloed. Legion not so much?

What Marlor said. The other raids are all easy to solo, even at lower ilvl.
If you’re wanting to do an achievement that needs more than one person, you can always start your own group!
Because usually anything older than that you can just Death Touch ™ your way through the raid solo. With maybe 1 or 2 exceptions here and there.
So most people after transmog or gold farming are just going to run solo so everything is - All this loot is belong to me!

I can solo up through Heroic Tomb of Sargeras. I have to get a raid for Antorus.
Antorus is hard to solo now with average gear. One of my goals in SL is to go back there and solo it.
Make all raids ilvl scaleable through Chromie time to make the fights pertinent.
