They are remnants of the Troll tusks that their ancestors had. All elves are descended from a sub-race of troll.

They have never been portrayed as gentle, or vegetarian.

After being cut off from the Magic of the Well of Eternity and Moonwell, they traveled East to the Northern part of the Eastern Kingdoms. During this time, they grew diminutive, pale, and weaker (physically). Only after they established the Sunwell were these problems reduced. They most likely lost their tusks before the Sunwell was established.
