I agree, the game should have told you where to go to use them beyond a vague building name thats not even on the map.

I grant you, Blizzard could make it easier. Put the vendors in the Main inn on the second floor, maybe.
But come on. Saying you need google to find an inn in a capital city is hyperbole at best. Valdrakken aint even as confusing as Shattrath, for example.
That could help, but only if the tooltip said to ask one for directions.
Its not something they would typically tell you about so i would automatically assume they would have no info on it.
Alternatively, gaurds could just be expanded to cover all building names not on the map. That would be nice too 
Asking guards for directions is second nature to me. I use them all the time.

I just logged on to check and youre right that it is an inn.
But other than having an inn keeper at the very back that will only set your hearthstone, it does not seem to function as one further as it has no food/drinks vendors nor bed.
But even then, to ask a guard would require prior knowledge of the location being an inn.
But again that could be changed by calling it the parting glass inn on the tooltip

I’m not sure why that matters? It’s an inn with an innkeeper and they can still add either the vendor or the inn to the guard directions?
Or just go ask a guard. I go look at the guard options all the time. If I see inn, I’d check it just in case. Or again, just put the vendor on the guard.
I don’t know why this is a debate. It can go on a guard one way or another.
