I had sort of assumed he was in a dormant state after his avatar was defeated by Aegwynn and was unable to act. But then at the end of Antorus he appears and stabs Azeroth, after doing nothing to stop us as we charged through the Burning Throne. What happened? Is this explained anywhere?
It’s because he’s attacking Azeroth. If you look up in the sky during the Antorus raid, you can see orange clouds encircling Azeroth—and you can see the clouds growing thicker as you go deeper into the raid.
If you go back and rewatch the Argus defeat cinematic, these are the clouds that the Pantheon drags Sargeras out of.
It’s pretty much this and the fact Blizzard would have to pull out something ridiculous to explain how we would be able to fight Sargeras considering it took the entire Pantheon to just take him down. We already technically died to Argus and were only saved because of Eonar, I do not think we would have stood a chance against Sargeras honestly.

Lore answer. Sargeras was busy attacking Azeroth.
Practical answer. How do you fight a walking talking continent?
If I was to make a theoretical Sargeras fight, I would create some sort of scenario where we end up fighting his mind as oppose to his body thus allow us to fight a figure that wont neccesarily be as big as a continent.
Yeah, that could work. Alternatively, you could always scale the raid up with gnome tech.
Truth be told though, Sargeras might just work better as that boss we never get to fight.
Well we are running out of bosses and if ever WoW ends I suspect we will be killing void lords which are in theory stronger than Sargeras.
A cauldron of embiggening potion.
He makes a token grab, but seriously we’re far below his consideration at that moment.
Well I imagine that comes down to the fact that fighting a creature that can do this…
to a planet with a single sword swipe is completely ludicrous to even consider.
Something something Titans are beyond us mortals blah blah.
My guess is they didn’t want to toss 'em out as a loot pinata yet. Better to just put him in Titan jail to be pulled out again whenever they want to revisit the Legion.
By the looks of it as well, the seat of the pantheon shrinks titans down to a relative size similar to their titan keeper creations. You can sort of see this when Sargeras gets dragged back to his former chair.
Obviously this was mainly a game mechanic to justify us fighting Argus, who like Sargeras is an actual titan, unlike the Aggramar fight beforehand where Aggramar was in an avatar like body.
Too busy doing his Galactus impersonation.
With space ships! Kinda like Flame Leviathan or Malygos until he becomes weak enough for us to fight like we did Argus and Aggramar.
I just miss vehicle fights… Easy, but fun.
Too much HP. Raiders couldn’t beat him before the weekly reset.
So considering that his powers were first invested by Sargeras, and he later turns against him, that would make Illidan the Fel-Winged Surfer.
But who are the Fantastic 4? Turalyon and Alleria as Mr. and Mrs. Fantastic? Khadgar and Velen as Torch and Thing?
Valen is clearly Reed Richards as he was consummately useless.
