Basically the same thing happened to both, they both absorbed copious amounts of void energy. Why can alleria switch between normal mode and void mode, while void elves are stuck blue and tentacled?
Because she ate a Naaru and a void monster while the Void Elves are a botched ritual to create void minions.

Pretty much this. Alleria took in the power from the Dark Naaru after being taught by Locus Walker. Void Elves were toying around with powers they weren’t prepared for and were attacked by a very powerful Void Lord who was forcing the void into them that would have eventually destroyed them (similar to what happened with Etherals) if Alleria and the champion hadn’t intervened in time. As a result they changed physically in a way different than Alleria’s power which seems to only come out when she’s angry (hmm does that make her like a void hulk?)
Alleria would be a good lore reason for high elf looking void elves.

Technically the elves training in the Rift who are not Void corrupted would be a good lore reason. They might represent a new generation of Void Elves that resemble Alleria more.

I don’t think the Naaru would appreciate being eaten to create more void monsters.
I just see them taking it from that Hellraiser cube they opened and using it in less powerful dosage than the initial one.
Is that still around? I haven’t really spent much time in the rift on my Velves to notice.
It’s next to Locus-Walker I think, but it’s fully opened up so it doesn’t look like what it used to.

As others have mentioned above they seem to have been a byproduct of the transformation the Void Lord was planning on making them go through. While Alleria was a one-of-a-kind or at least very rare case of someone trained to harness the Void absorbing a Dark Naaru.
My assumption is that they learned to replicate the accident that caused them to become Void Elves in a safe manner, as to reduce the risk of transforming new recruits.
I highly doubt what happened to Alleria will be the same for every single Void Elf.
Because she’s Alliance.
Either way, I want an Alleria-styled Void Elf.
Blue Alleria is not very Rule 34, which is basically like being not very Rule of Cool.
