I don’t understand what the purpose behind this is. The only credible take I can think of is maybe reducing burnout by having players level through different content.
Even that gets old, though. I’d really rather spend more time in new content and around other players than slogging through 1-70 in content I’ve already seen for years, and that has far less player activity.
Heck, if we could level in current xpacs, we could collect mats on top of the leveling experience that could actually be put to good use. You’d actually get more out of your time for leveling alts. I really can’t think of any downsides to it.

Because then that all of that questing content they built would genuinely no longer serve a purpose to anyone.

ESO lets you do that. Roll a new character and jump into the new content.
I’m sure there are plenty of altoholics that would still regularly use timewalking for a change of pace. Leveling through old content can be fun, but I’d really rather get my fill of current content and then go back and enjoy the old stuff.
New content, old content. ESO leaves it entirely up to you. While time walking is close to the same, you still have to be at a required level before you can reach whatever the current expansion is.

The entire point is leveling characters to the NEW level cap. it is literally extending end game.
And I say this as someone that does nothing but level alts.
New content is specifically for higher levels, otherwise there is no purpose in it.

Paranoia that leveling characters will complete all the quests but still not hit max level, and then be forced to do less and less appealing things to level, especially if they don’t like dungeon spamming. Which can be a death sentence for that character.
IDK if that’s an actual risk all the time, but it certainly feels like hitting 80 takes long enough it will burn through all TWW sidequests. And if you’re over 70 then there’s no xp to be gained anywhere in other zones.

Scaling issue.
They want current content scaling to be cohesive.
Look at how jank it gets in timewalking with a level 15 doing 2x or more the dps a level 65 does.
And here i am wishing we could level in the old zones all the way to max, after the first character.
Doing the same 8 dungeons 70-80 is so boring

I like picking a diff expansion with chrome especially because I haven’t done most of them, I don’t mind that. But I completely agree with you about being apart of the new content AND getting mats that would be awesome

Sounds to me like your actual issue is that you can’t get anything useful from 1-68 since all the profession stuff from old expansions are completely worthless.

Personally, I’d rather level 1-80 in non-TWW zones.
Leveling from one to eighty in just the current expansion (being four zones) would feel lightning fast, about twenty levels per zone. Although I am sure that’s how it feels in recent expansions going from one to seventy… I don’t know; it would be more convenient to level from the start in the same content you will be progressing at maximum level. Why not?
They’re having a difficult time balancing new content as it is. Do you want to add 1-70 scaling to that mix too?
- Game balance and scaling.
- The point of the “current” zone (for whichever expansion is current) is that you are going into it with the experience of knowing how to play the game on at least a base level. Can’t assume a level 1 character knows that.
- Chromie time is only active on accounts that have a max level character IIRC.
- The “World” aspect of World of Warcraft is quite important to understand, and to be part of as much as one can be part of it. Which means having to see more areas of the world. Even if you do get some jarring aspects because of it since the game is still 20 years old.
So… these reasons and many more.
I agree with you, I wouldn’t want burnout I still wouldn’t pick WW zones to level… But you gotta admit they do have a point about the mats and professions, leveling from 1-70 and all the mats you get are just useless cluttering trash you can barely sell it for a copper scrap on the AH 
The thing I don’t like about ESO is if you play solo like I do there is no need to upgrade your gear so there is no sense of progression. My only character is still wearing gear I crafted years ago. So I play through the new content, cancel my sub before the first month is over, and then go back to WoW.
I could never get into ESO’s combat. Aaand they’re heavily monetized, although you can ignore a good portion of the monetization if you pay for a subscription.
Can’t say much to their gearing though, since I never made it that far. Do like how accessible their content is, just don’t care for a couple other aspects.

yeah i’m not sure why the choice isn’t there. i wouldn’t be doing current content until i had to, which tends to be the new levels. i get sick of leveling in the new content by 4th toon anyways. same scenery you’ve been seeing doing all the new content, i rather go get some nostalgic hits before spending time where i will be most of the expansion.
so yeah, don’t see an issue with being able to choose from the start. there’s likely some weird reason they don’t do it like trying to keep the content prestigious or some such.
