Is there a disconnect between being a werewolf and communicating with the elements?
I dont buy the “cultural” aspect cause at this point they have had plenty of contact with dwarves and dranei. And dranei didnt even have shaman originally.

Draenei started with shaman. Their WC3 units had blood lust and Healing wave (which acted the same as chain heal). Luckily they made a decent story about Nobundo bridging the broken shaman to the more Eredar Draenei introduced in BC.
Back on topic: I’ve given up on trying to use Lore to justify anything since retcons seem to happen every expansion now…

Still though give me a good lore backdrop as to why worgen couldnt be?
I don’t think there is one considering Goblins can be shaman by making “deals” with the elements. I would think the elements could empower anyone they feel like.
There is quite a lot of evidence for it. I do support the cultural aspect, and Gilnean culture supports Shamans as well through the Old Ways, which are said in Chronicle 1 to be as equaliy shamanistic as they are druidic. On top of that, worgen can see auras, can talk to elements, can summon ghostwolves, and their patron god has powers of lightning. Because when Worgen Shaman use Thunderstorm, they immediately run away and hide under you or a chair.
