Is it just me, or is it a missed opportunity that timewalking campaigns max out at what, level 71? It doesn’t seem like too much work for Blizzard to raise the limit to 80 and allow max level characters to go back in time for more quests.
The first expansion I was around for the entirety of was Draenor, so there’s a lot of content I still haven’t gotten to because leveling up is so fast that you basically need to do two zones worth of quests to get to the max campaign. Just from Northrend, I haven’t finished the quests from Sholazar Basin, Icecrown, Storm Peaks, or Dragonblight, even after playing this game for more than ten years.
I know I could xp lock a character and do all the timewalking campaigns, or I could go on my max-level character and go do previous quests on easy mode, but both of those feel like unsatisfying solutions to the problem when a much better option, max level timewalking, is right there.
It seems like a total win for everyone. Newer players can go back and do more of the old campaigns without having to stop when they get to 70. Older players can go back to zones they haven’t had reason or opportunity to go to in retail. And most importantly: blizzard makes more money because there’s more content for people to stay subscribed to do.
So why haven’t they done it after all this time? Is it that difficult to balance the stats?

Max level just turn on low level quest indicator and go do fhe campaigns
Already addressed that. If you’re max level, and go back to an old expansion, you kill everything in one hit. That’s not really much fun. A timewalking campaign gives you something to actually do.
Chromie Time is most likely capped at new expansion beginning for two reasons:
- They want people playing the new content.
- They don’t want max levels in Warmode Chromie Time.

Then make you have to finish the max level campaign before unlocking it? After you do the max level campaign once, most people just skip it on their alts. The option to go back would be nice.
I’m sure they can figure out a way to balance the stats.
It’s quite frankly not just stats. It’s hundreds of trinkets and equipment from legacy content that is designed with entirely different gameplay in mind, like fire resist armor, or dodge stat rings. Regardless of the stat balance, the game is quite literally not designed for those items anymore, allowing them to drop at max level would mean that Blizzard has to maintain the functionality of every single one or completely change every single one to align with current game state.

They still have the gear drop in the level-up timewalking campaigns, without the effects, right? Either way, it’s small enough of an issue to just turn off special effects or replace old gear with the current expansion drops that I don’t think it should make max-level timewalking impossible.
The gear drops, but it is capped at low levels. As for replacing it, again, that’s a very significant undertaking for something that would pull people away from the new zones, which WoW historically has not done.
I’m saying that it sounds like they want all of your characters in the current content for the current level range.
I’m just giving information, not arguing for or against anything.
Turn off xp.
At 71 you’re officially in the new expansion range. You are to do those levels in the new zones. So turn off xp if you dont want to 1 shot everything. Or just do quests in basically god mode
See, I dunno about some people, but I like obliterating content in one hit. I mean sure, I do it the hard way the first time around, leveling up and gearing up and struggling … and after that I just want stuff to roll over and die for me, thanks. 
I think the reason we can’t do it at max level is because blizzard really wants to push mythic plus and if everybody is busy doing time walking, nobody’s going to be around to do their lackluster endgame pillar.
Thats always been the case. Which is why it chromie time campaign at max level wont work
Just freeze XP at 69 if you wanna do the old campaigns at a decently high level and earn a good bit of money.
I don’t think you’re alone with this thinking. I’m not interested in it, but I can see the appeal.
When they were first beta testing warmode, they had an idea of player to player scaling. Gankers were so outraged that they dropped that feature, which was intended to give low levels a chance at fighting back.
