Why can't Ultimate Gnomish Army Knife be equipped in an engineering tool slot?

This thing is supposed to contain all the profession tools, so why can’t it go in a profession tool slot?

I was hoping it would go in any profession tool slot.

Maybe because it’s from a past expansion and they forgot to code the profession tool slot to be able to hold the army knife.
