…to how it used to be? Scale people to a less-than-cap level, scale the items to an appropriate ilvl.
I understand this was still cheeseable when it was like that, but the solution there is pretty simple: turn off (don’t try to scale, just straight up turn them off) gems and enchants.

You misunderstand. I want them to be fun. Not “run in a straight line after the tank” and don’t actually play the game".
kind of how it is now though, unless your tank is a dingus and runs off and dies
or if they super overgear the scaling
Their intention of ‘equalising’ by the scaling changes only benefitted level 10 twinks. It completely ruined the gameplay of anyone who did timewalking with say a fun trinket we got in Legion/BfA/etc at max level. Thankful they didn’t touch Timewalking raids, but those are few and far between.
So yes completely agree with your thread. TW hasn’t been a success.
Do I see them doing it? Unlikely sadly given they’ve just changed them now.
They should go back to how it was pre-TWW AND leave gems and such alone.
The old system required level 30 (so no level 10 / 11s) and scaled everyone and everything down to a set ilevel.
Even when using old legendary items with enchants, the power difference between players was not as great as it is now, and it incentivized players to run old content for legendary items and stuff like old trinkets.

because people cried and pooped their diaper and stamped their feet when people weren’t interested in fully enjoying xyz dungeon theyve run for the 100th+ time and just want it to be over

Because of issues scaling the dungeons properly, I believe they said.
Granted, the mobs dropping a shield for -19(#!*-3% damage seems to indicate that wasn’t fixed anyway, so I would rather get scaled down if they aren’t fixing it, but I guess that was more work to not have scaling be decent.
I distinctly remember a time when Timewalking in sets that weren’t optimized to exploit the weaknesses of the scaling technology at the time (gems and enchants) was comparable to doing heroics in blues. Back when heroics weren’t completely brain-dead.
I don’t understand why we can’t have a middle ground between utterly and completely brain-dead heroics and super serious try hard mythics.
Time Walking that scales you to a static level and your items to a static ilevel seems like it should be the perfect avenue for such content.
