Speaking for it, yes, made it, no. The lesser Eternals tore out Zovaal’s anima when he was defeated, and along with a bit of their own, made the former Arbiter from that. Kinda makes sense the Eternals and everyone in the SLs don’t know they’re machines but… still… just this giant mcguffin there, and NOBODY says anything about it, the entirety of the Shadowlands plot basically hinges on characters being plot induced imbeciles who act contrary to their former actions when the plot suits it. Take our having to EARN an audience with Kyrestria vs Anduin just strolling in invited.
