My level 28 Alliance hunter picked up some Outland quest from the Warboard. She couldn’t find any way to get there. She tried the Dark Portal and was on her way to Draenor. A guild mage had to create her a portal to Shattrath City.
I have a level 24 horde Mage. Her hearth stone is at the Great Seal. She can teleport there and open portals to the Great Seal, but she can’t use the portal in Orgrimmar to get there. She can quest in Oribos, but can’t learn to teleport there till level 52 and create portal till level 58.
If I remember from olden days, if a character was high enough to quest there, they could use the portals to get there. I’m of the opinion that Blizzards wants to discourage players from going to he older areas and only play the latest expansions.
Sounds more like a scaling/leveling bug than Blizz forcing anything.

If it just a bug, then Blizzard will probably never fix it. So it would be permanent and it might as well be deliberate.

If I remember correctly - when you start outland in time walking, you have to speak to the correct mage to teleport you to the portal. There are two of them, one takes you to the Draenor portal and the other to the Outland version.

Think they are actually in the mage tower where the portals are, at the exit to outside.
Maybe not never. But I wouldn’t hold my breath for it. Unfortunately they do seem content to let the leveling experience languish in an abysmal state. Chromie time needs a lot more polish.

The Horde’s mage is inside the 2nd portal room (downstairs). He’s an orc wearing a purple robe. He stands next to the portal to Shattrah city.

No, they dont. This actually puts into consideration that you, yourself arent quite right if you think pixels have true existence to them.
I do not have any issues using the shatt portals below level 30, outlands seems to cap at 30 for me , so that could be your problem. I will point out, my alts have been there already, so I reckon when you finally get your shoe in the door they will open.
get a mage port to Shatt and teleport back with the central portals to org/ stormwind, see if they unlock for you.
If that is the way you feel, then you are too rooted in the real world. I’m an electronic tech. I work in the real world. When I log onto Warcraft, I leave the real world behind. Apparently you don’t. Perhaps you shouldn’t be playing fantasy games.

Is it a portal with an actual portal?
Sometimes I jump into what I think is a portal, but it’s just a spot where a portal could go and I end up jumping face first into a wall.

A guildie informed me that portals to Crystal Forrest and Shattrath City became available to them at level 30. Since Northrend and the Outlands only scale to level 30, that would mean portals are almost useless.
Its not how I feel. The suspension of disbelief is easy when you enjoy it but creating emotional attachments to pixels is insane.
I just took the Shattrath portal in stormwinds mage tower , with a level 17 ret pally no problem, the only issue is my alts have used the portal to stormwind in shattrath already. Once you get a mage port from another player to shatt, you ought to be able to use the stormwind portal back to unlock this feature.
I don;t think i can make this any more clear, my toons shatt portal was NOT capped at 30.
Earlier I was stating the zone capped at 30, not the portal. Your friend is mistaken.
