Why can't i upgrade my honor gear pieces?

From PVP, honor gear that is…it’s 184 atm, and says requires 22 renown to upgrade, and i have 25 renown…

Check this comment by Raelton, see if that’s the relevant thing you gotta do to unlock upgrading.
